Rizriant is a gluten-free rice-flour specialist using 100 percent rice flour, so the whole counter is safe, though it does use eggs and dairy. It is about ten minutes from Kichijoji Station in Musashino, a nice pairing with a park walk. Small shop, so stock can run down later in the day.
